The record is the part nobody wants to build

It is also the part that answers the only question that matters when a decision is questioned a year later: who decided this, on what, and can you show me.

How far it can be checked

Hash-chained, so an entry cannot be quietly changed or reordered

Each entry is chained to the one before it. Changing an entry after the fact, or slipping one in between two others, breaks the chain, and the system checks the chain rather than asking you to take its word for it.

The model has no way to write to the record. It can propose, and a person can accept or refuse, but the writing is done by the system on the person’s instruction.

Each side gets its own copy and can export the whole file in open formats, so the record does not live only with the institution, and it does not live only with us.

Today a record is checkable against what we hold. An outside timestamp and an offline checker, which together would let a party verify a record without trusting our server at all, are planned and not yet built. We will say so here on the day that changes.
