Load your rules once and every case runs under them. That is what lets one system serve a commodity arbitration panel, a professional council and a bank's complaints team without a rebuild for each, and it is why adding the next body costs almost nothing.
A person always decides
The system reads the file and drafts the ruling. Someone with authority reviews it, changes what they want, and signs. Nothing is decided by the software on its own, and nothing reaches a party unless you choose to send it.
Every case leaves a record that holds up
What the software proposed and what the person decided are both kept, in an order that cannot be quietly changed, and the model has no way to write to it. Each side gets a copy it can check and export in full.
